Constitution of the Republic of Varja

PREAMBLE
The Republic of Varja bases it's foundations as a progressive-leftist micronation. The Republic believes that social-justice, freedom and equality are the rights of man.

Article One:
Section One
The President is the head-of-state and head-of-government of the Republic of Varja. He/she is directly elected by the people of Varja. Any Varjan citizen who has been a citizen of the nation for at least two weeks may run as a candidate in a Presidential election.

Section Two
Every two months a vote shall be announced in the House of the People. The vote shall ask all members of the House of the People if an election for President should take place. If the members vote in favour for an election, then an election for President must take place. If the vote fails, no elections take place and the President at the time remains in power.

Article Two:
Section One
The House of the People is the democratic legislature in the Republic of Varja. All citizens of the Republic are members of the House of the People. Any citizen may issue a decree to the House of the People, and any citizen may vote on a decree. Accepted votes are as follows: YEA (in favour), NAY (not in favour) or ABSTAIN (indifferent or not voting). Any vote which generally resembles YEA, NAY or ABSTAIN is also accepted. Decrees pass only by majority votes. If a vote results in a tie, it does not pass. Voting on decrees last three days from the time it is issued.

Section Two
Any member of the House of the People may be expelled from the House by majority vote. Expelled citizens may be reinstated as members of the House of the People by majority vote.

Section Three
If a decree is voted upon and results in a tie, the vote is moved to the Central Council. The Central Council will vote on the decree and act as the tie-breaker.

Article Three:
Section One
The Central Council of the Republic of Varja is the highest ruling body in the country. The Central Council consists of the President, the three Ministers and one elected member. The Central Council may issue and vote on decrees in the same manner as the House of the People, save that the Central Council may only vote YEA and NAY, no Abstain votes. The Central Council has the right to veto decrees passed by the House of the People.

Section Two
Every two months an election for the elected seat on the Central Council shall be held. The House of the People shall nominate at most three candidates to run for the election. Once the candidates are nominated, an election shall be held.

Article Four:
Section One
There shall be three Ministries in the Republic of Varja: The Ministry of Foreign Affairs, the Ministry of Economy and the Ministry of Defense. Each Ministry shall have a Minister appointed by the President as it's head.

Section Two
The Ministry of Foreign Affairs shall handle the nation's Foreign Affairs and contact other nations on behalf of the Republic of Varja.
The Ministry of Economy shall handle the nation's economy and work towards a workable economic simulation.
The Ministry of Defense shall handle the Varjan Armed Forces. The Minister of Defense is the Commander and Chief of the Varjan Armed Forces and has the duty of handling the military.

Article Five:
Section One
All citizens have the right to found a political party, so long as the party does not seek to destroy the Republic or stand directly against the rights put forth by the Constitution of the Republic of Varja.

Section Two
No private citizen shall have the right to arm and train a militia, guard, or other armed force. The defense of the Republic is the responsibility of the Republic and all defenses should be constructed and instructed by the government of the Republic.

Article Six:
Section One
Any person may apply for citizenship so long as they are not a citizen of more than two other micronations. After a person applies for citiznship, the House of the People shall vote on whether or not to grant the applicant with citizenship.

Section Two
Any person facing unjust persecution in another micronation may seek refugee status in the Republic of Varja. The Central Council will vote on whether or not to grant the person with refugee status. If it is granted, the refugee will be protected by the Republic of Varja from outside persecution.

Article Seven:
Section One
The High Judge is the official who handles all justice related issues in the Republic of Varja. He/she organizes trials for accused crinimals. The President nominates a candidate for the position of High Judge and the Central Council votes on the nomination.

Section Two
The accused in a trial may appoint a representative to speak for him/her, or he/she may represent him/herself. The accused may also choose whether he/she will be found guilty or innocent, and if innocent sentenced, by the High Judge or a Jury. If he/she selects a Jury, the High Judge nominates three people to form the trial's Jury. The High Judge also nominates prosecutor to speak for the Varjan Government.

Article Eight:
Section One
The Constitution may be amended by a 2/3's majority in the House of the People or four of five votes in the Central Council.
